Overarching requirements

Embellishments should be designed/selected and installed as follows:

  1. Fit for purpose, appropriately positioned and accessible.
  2. Durable, robust and safe (suitable for corrosive environments).
  3. Vandal resistant with parts that are easily replaceable. 
  4. Easy to maintain (with appropriate warranty and workmanship).
  5. Comply with relevant standards, legislation, corporate documents and approvals

Planning, design and positioning        

  • Position within 80 m of access point for truck and driver to service bin
  • (A) Side by side – position waste bin on left, recycle bin on right, exception – waste bin is to be located closest to barbecues/picnic areas, other embellishments (to discourage contamination of recycled material)
  • Comply with Austroads 500 mm pathway offset and operations 200 mm mowing offset

(B) Wheelie bin (body and lid) requirements

  • For new bin locations contact Council (Customer Service) to arrange order, delivery and servicing (wheelie bin must be Council logo bins, provided by council’s waste collection contractor)
  • General capacity – 240L
  • Rain proof and vermin proof design
  • UV resistant plastic materials
  • Body colour – dark green. Lids colour – waste = red, recycle = yellow
  • Council (Waste and Resource Management) will install any signage where required.

(C) Security stand (post) requirements

  • Single sided post only (multi-head with single post is not to be used)
  • Position post centrally at rear of bin
  • Fixture attachment to prevent full lid opening (vermin proof/deter dumping of domestic or commercial waste)
  • Lock – 8mm square hex key security lock to secure bin to stand

(D) Finished surface and fixing method

  • Designed to be installed on a concrete slab.  Surface material to match adjoining surfaces.
  • Security post bolted to finished surface using min 10 mm x 50 mm SS316 dynabolts.

  5. Comply with relevant standards, legislation, corporate documents and approvals

Planning, design and positioning        

  • (A) Position within 80 m of access point for truck and driver to service bin
  • Side by side – position waste bin on left, recycle bin on right, exception – waste bin is to be located closest to barbecues/picnic areas, other embellishments (to discourage contamination of recycled material)
  • Install bins 5.0m away from picnic areas and activity areas, to encourage use
  • Comply with Austroads 500 mm pathway offset and operations 200 mm mowing offset


Bin enclosure requirements

  • Council does not supply wheelie bin enclosure. Contact Council (Customer Service) to arrange delivery of wheelie bin liner and collection service
  • General capacity to accommodate 240L wheelie bin
  • Enclosure size to accommodate wheelie bin (must be snug fit)
  • Design to promote non-contact use and emptying
  • Rain proof and vermin proof
    UV resistant
  • (B) Colour (enclosure lid) – waste = red, recycle = yellow
  • (C) Colour (panels) – ironstone (or equivalent), variations must be approved by Council
  • (D) Lock – 8.0 mm square male security lock (no handle)
  • Waste chute with sufficient fall
  • Wheelie bin must be a ‘snug’ fit, provide sufficient space above handle to remove bin
  • Council (Waste and Resource Management) will install any signage where required.


Finished surface and fixing method

  • (E) Designed to be installed on a concrete slab.  Surface material to match adjoining surfaces.
  • Security post bolted to finished surface using min 10 mm x 50 mm SS316 dynabolts. 
  • Concrete slab to be level so enclosure sits flat.

Outdoor ashtray

Overarching requirements

Embellishments should be designed/selected and installed as follows:

  1. Fit for purpose, appropriately positioned and accessible.
  2. Durable, robust and safe (suitable for corrosive environments).
  3. Vandal resistant with parts that are easily replaceable. 
  4. Easy to maintain (with appropriate warranty and workmanship).
  5. Comply with relevant standards, legislation, corporate documents and approvals

Planning, design and positioning        

  • Position within 80 m of access point for truck and driver to service bin
  • Attach to waste bin enclosure (to discourage contamination of recycle bin) or
  • Attach to waste bin wheelie bin security stand (post) or
  • Attach to free-standing bollard/post (not preferred). Must be close to public bin for service (ashtray is emptied into bin and bin is then emptied into service truck)
  • Mounting height and location should be accessible for all users
  • Outdoor ashtrays must NOT be located in areas where smoking is banned. 


(A) Outdoor ashtray requirements

  • Contact Council (Customer Service) to arrange service scheduling (Council does not supply)
  • Rain proof design
  • Fire retardant material
  • 316 stainless steel - spring loaded flap door with canister located at bottom of bin insert
  • Design to promote non-contact use and emptying system
  • Lock – 8.0 mm male square lock with female key


Fixings

  • Attached to enclosure using minimum 3 x tek screws. 
  • Bolt with 10mm SS316 screws if required.

Dog bag dispenser

  4. Easy to maintain (with appropriate warranty and workmanship).
  5. Comply with relevant standards, legislation, corporate documents and approvals

Planning, design and positioning        

  • Position within 80 m of access point for truck and driver to service bin
  • Attach to waste bin enclosure or wheelie bin security stand (post)
  • Mounting height and location should be accessible for all users.


(A) Dog bag dispenser requirements

  • Contact Council (Customer Service) to arrange service scheduling (Council does not supply)
  • Rain proof design
  • Material - 316 stainless steel.  Powder-coating, 2 pack epoxy or painted surfaces are NOT accepted.
  • Must be secured with a padlock and key to be supplied by Council Waste contractor (dispenser must have a padlock staple/hole to accommodate a padlock).
  • Padlock fitting only, no other lock is required.
  • Dispensers are required to have signage and a QR code with information for dog owners (supplied by Council)
  • Dog bags - roll bag dispenser (provided by Council waste contractor)


Fixings

  • Attached to enclosure using 12 mm SS bolts (length to suite application) with standard nuts and washers.
