Sunshine Coast Council corporate documentation relevant to the LIM

The list below presents Council strategies and plans arranged in alphabetical order for ease of reference.

Corporate strategy/document

Active Transport Plan 2011-2031

Walking and cycling will play an important transport role in the future. Increasingly, active transport will help deliver improved mobility, safer streets, healthier residents and reduced impact on global climate, all resulting in a world-class quality of life.

Biosecurity Plan 2024

Under the Biosecurity Act 2014 everyone in Queensland has a general biosecurity obligation (GBO). This GBO requires everyone to manage biosecurity risks under their control.

The plan presents the highest priority invasive plants and animals for the Sunshine Coast. The Plan sets out management objectives for each of the priority species. 

  • Prevention
  • Eradication
  • Containment
  • Asset protection.


Coastal Hazard Adaptation Strategy (CHAS) 

This long-term strategy helps to manage the impacts of coastal hazards. Coastal hazards include:

  • erosion of our beaches
  • short or long-term seawater inundation of land due to storm surges
  • expanding tidal areas due to sea level rise.

The Strategy consists of 3 parts: 

  • Part A – Coastal Hazard Adaptation
  • Part B – Coastal Hazard Maps and Supporting Information
  • Part C – Five-Year Implementation Plan.


Community Strategy 2019-2041

The strategy contributes to the achievement of five outcomes:

  • Healthy, active communities
  • Vibrant communities
  • Inclusive communities
  • Connected, resilient communities
  • Creative, innovative communities.

Corporate Plan 2025-2030.

The plan establishes five goals to advance our vision:

  • Strong community
  • Environment and liveability
  • Resilient economy
  • Managaing for growth
  • Organisational excellence. 

Dog Exercise Area Regional Plan and Network Blueprint 2025-2045

The plan vision:

‘A network of safe and suitable Dog Exercise Areas that meets the current and future needs of our growing Sunshine Coast communities, while protecting the natural environment and culturally sensitive landscapes.’


Domestic Animals (Cats and Dogs) Management Plan 2021-2030

The plan is guided by the Queensland Government Animal Management (Cats and Dogs) Act 2008 and the Sunshine Coast Council Local Law and Subordinate Local Law No. 2. 

The purpose of the plan is to:

  • empower responsible pet ownership through education
  • provide service excellence in animal management
  • ensure places and spaces are safe, sustainable, accessible and environmentally friendly
  • build capacity for council and the community to work together
  • guide and strengthen partnerships with 4PAWS, SCARS and the RSPCA
  • cultivate creative and innovative approaches and technologies that support harmonious co-existence between people, pets and places.

Environment and Liveability Strategy (ELS)

The strategy consists of three parts: 

  • Part A - Strategic directions (vision, guiding principles, policy positions) 
  • Part B - Five-year implementation plan (transformational actions)
  • Part C - Network plan (technical detail and desired standards of service).

Environmental Reserve Network Management Plan 2017-2027

To ensure the plan is implemented and outcomes can be monitored and reported, a detailed Action Plan has been included in the plan with the following five themes:

  1. Protecting ecosystem service, resilience, and livelihood benefits
  2. Protecting biodiversity
  3. Sustainable public access
  4. Building knowledge
  5. Biodiversity partnership and community involvement.

Heritage Plan 2021-2031

The heritage plan provides council with a framework to guide the identification, protection, conservation and management of the region’s heritage. The plan ensures that council effectively manages and conserves the region’s heritage assets.


Integrated Transport Strategy

The strategy outlines the policy direction for transport in the region and replaces the sustainable transport strategy. It responds to the challenges and opportunities facing our region and outlines our vision to address the region’s transport needs.

Planning Scheme 2014

Council is preparing a new planning scheme that will replace the current Sunshine Coast Planning Scheme 2014.

The proposed planning scheme has been carefully shaped by community feedback. It will guide new development based on an overarching vision for the Sunshine Coast, balancing local needs and regional planning requirements.

Regional Economic Development Strategy (REDS) 2013-2033

The strategy provides the strategic pathways to transition into a regional economy that is innovative, adaptive, resilient and climate ready. It encourages a more sustainable and equitable future economy, attracting investment and supporting local businesses to innovate, grow and enable diverse employment opportunities.

Recreation Parks Plan (RPP) 2021-2031

The plan consists of three parts: 

  • Strategic Directions (external and internal use). Outlines the strategic direction for recreation parks across the region.
  • Technical Guidelines (internal use only). Functions and benefits of parks, activity planning, supporting embellishments and additional implementation actions.
  • Localities of Interest - LOI (internal use only). Contains information pertaining to the 31 localities of interest - mapping, demographics and activity shortfalls.

Recreation Trail Plan 2012

The plan provides a vision for recreation trails on the Sunshine Coast, includes a network blueprint prioritising upgrades to existing trails, and proposes new trails and areas for further investigation. 


Resource Recovery Strategy 2023

The main actions for the strategy include:

  • better access to resource recovery services
  • education of waste management
  • move to a circular economy
  • manage waste to reduce emissions
  • build better value for money infrastructure.


Smart City Framework and Implementation Plan 2024-2027

The plan identifies the elements necessary to achieve a successful and integrated program of digital solutions and services to:

  • improve asset use and maintenance
  • support enhanced data collection and real-time/historical insights to improve decision making
  • support improved service delivery, scheduling and responses
  • help design better public spaces
  • create cleaner, more liveable urban areas.


Sport and Active Recreation Plan 2011-2026

The plan focuses on activities that need formal venues and services, and where council has a role to play.

Stretch Reconciliation Action Plan 2025-2028

The plan sets a clear vision and practical steps for Council and its partners to take in partnership with the First Nations community to work toward an equitable and inclusive future.

This plan aims to:

  • strengthen our partnerships with Traditional Custodians and the local First Nations community
  • drive tangible social and economic outcomes for First Nations peoples, and
  • create inclusive workplaces and communities that recognise and value First Nations cultures.

Street Tree Master Plan 2018

The plan sets the direction for street tree planting in the Sunshine Coast Council area. It details why trees are so important, communicates the region’s street tree planting priorities and provides guidance for selection, placement and care of street trees. 

The plan consists of two parts: 

  • Part A - technical and contextual background
  • Part B - a series of local strategies identifying street tree planting opportunities in each of the region's 27 local plan areas (LPAs).

Sunshine Coast Design

The Sunshine Coast Design guides and inspires good planning and design of neighbourhoods, streets, public spaces, parks, buildings and homes, using a set of simple and accessible values and design principles.
