Compliance requirements for embellishments

  • This list may not be exhaustive. Please refer to the relevant authority websites for updated information and current document distribution dates. These documents are subject to amendments from time to time.

Australian Standards/industry guidelines

National Construction Code (NCC)

The embellishment shall be developed in accordance with the NCC (current edition):

  • Building Code of Australia (BCA) Volumes 1 and 2
  • Plumbing Code of Australia (PCA) Volume 3.

Safety in design (SiD)

Include Safety in Design (SiD) principles to eliminate, or if not reasonably practical, minimise risks to health and safety throughout the design, construction and life of the embellishment.

Drainage design

  • Austroads: Guide to Road Design Part 5: Drainage – General and Hydrology Considerations 2021. Provides road designers and other practitioners with guidance on the design of drainage systems.
  • Road Drainage Manual, Transport and Main Roads 2019. A guide for those involved in planning, design, operation and maintenance of road drainage infrastructure for which the department is responsible.
  • Queensland Urban Drainage Manual (QUDM) Fourth Edition, 2016, Institute of Public Works Engineering Australia and Brisbane City Council. A guideline which addresses the technical, legal, regulatory and environmental aspects of effective drainage systems, and provides details of appropriate design methods and computational procedures
  • Technical Design Guidelines for South East Queensland, Healthy Waterways (SEQ). Detail design of some common structural stormwater management measures.
  • Australian Rainfall and Runoff (ARR), A Guide to Flood Estimation 2019,  Engineers Australia.  A national guideline for the estimation of design flood characteristics in Australia.
  • Australian Runoff Quality: A Guide to Water Sensitive Urban Design 2006. Structural WSUD features, stormwater containment, and pollutant characteristics.
  • Natural Channel Design Guidelines 2003. Brisbane City Council. Hydraulic conveyance of a drainage channel and floodway while maximising environmental values.
  • Road Drainage Manual - Chapter 9 Culvert Design, 2019. Transport and Main Roads. Design parameters for culverts.
  • AS 3500:2018 (Set) – Plumbing and drainage. Performance requirements for materials, products, design and installation of surface and subsoil drainage systems.
  • PCA Volume 3 of the NCC 2015. Nationally consistent, minimum standards of relevant safety, health, amenity and sustainability objectives pertaining primarily to plumbing and drainage.
  • AS 2156.2:2001 – Walking tracks Part 2: Infrastructure design. Classification information for paths, trails and tracks.
  • AS 3996:2019 – Access covers and grates.  Access covers and grates for vehicular and pedestrian areas
  • Natural channel design is to be in accordance with Brisbane City Council (BCC) Natural Channel Design Guidelines.

PVC

  • AS/NZS 1254:2010 – PVC-U pipes and fittings for storm or surface water applications. PVC-U pipes and fittings for conveyance of stormwater or surface water.
  • AS/NZS 1260:2017 – PVC-U pipes and fittings for drain, waste and vent applications. PVC-U pipes and fittings for conveyance of non-pressure stormwater or surface water.
  • AS 1273:1991 – Unplasticised PVC (UPVC) downpipe and fittings for rainwater. Rectangular and circular UPVC downpipe and fittings for the disposal of rainwater.
  • AS/NZ 1477:2017 – PVC pipes and fittings for pressure applications. PVC pipes and fittings for pressure applications below or above ground and not exposed to direct sunlight.
  • AS/NZS 5065:2005 – Polyethylene and polypropylene pipes and fittings for drainage and sewerage applications. PE and PP pipes and fittings for sewerage and drainage applications for gravity flow at low pressure.
  • AS/NZS 2032:2006 – Installation of PVC pipe systems. Uniform installation procedures.
  • AS 2439.1:2007 – Perforated plastics drainage and effluent pipe and fittings – Perforated drainage pipe and associated fittings. Pipes for use in the drainage of surface and subsurface land and construction sites.
  • AS/NZS 2566.1:1998 – Buried flexible pipelines – Structural design. Structural design of buried flexible pipelines which rely on side support to resist vertical loads.
  • AS/NZS 2566.2:2002 – Buried flexible pipelines – Installation. Installation, field testing and commissioning of buried flexible pipelines.

Steel

  • AS/NZS 2041:2011 Set – Buried corrugated metal structures.  Requirements for materials, manufacture, design and installation of buried corrugated metal pipes.
  • AS/NZS 2041.4:2010 – Buried corrugated metal structures – Helically formed sinusoidal pipes. Minimum requirements for buried metal pipe formed using sinusoidal profile strip.
  • AS/NZS 2041.6:2010 – Buried corrugated metal structures – Bolted plate structures. Minimum requirements for buried corrugated metal structures formed by bolting together plates with sinusoidal profile.

Concrete

  • AS 1379:2007 – Specification and supply of concrete. Sets out minimum requirements for materials, plant and equipment used in the supply of concrete.
  • AS 1597.1:2010 – Precast reinforced concrete box culverts – Small culverts (not exceeding 1200 mm span and 1200 mm height). Minimum requirements for pre-cast reinforced concrete box culverts for conveying water not under pressure.
  • AS 1646:2007 – Elastometric seals for waterworks purposes
  • AS 3600:2018 – Concrete structures. Elastometric seals in water, sewerage and drainage systems.
  • AS 3725:2007 – Design for installation of buried concrete pipes. Methods of calculating vertical working loads on buried concrete pipes.
  • AS/NZS 4058:2007 – Precast concrete pipes (pressure and non-pressure). Materials and manufacture of controlled quality pre-cast concrete pipes.
  • AS 4139:2003 – Fibre reinforced concrete pipes and fittings. Minimum requirements for pipes and fittings manufactured from fibre-reinforced concrete.

Designing for access and inclusion

  • AS 1428 (Set) – Design for access and mobility. Design requirements for new building work to provide access for people with disabilities. This Standard is referenced in legislation.
  • AS 3996:2006 – Access covers and grates. Requirements for access covers and grates for use in vehicular and pedestrian areas.
  • ASME A112.6.3:2001 – Floor and trench drains – (American Society of Mechanical Engineering). Design requirements for floor and trench drains.

Designing for safety (CPTED)

  • Queensland Government – Crime Prevention Through Environmental Design (CPTED) – Guidelines for Queensland, 2021. Provides guidelines about designing a safe environment to assist in the prevention of the opportunity for crime.

Erosion and sediment control

Trees

  • AS 4970:2025 – Protection of trees on development sites.  Provides guidance on the principles for protecting trees on land subject to development.
  • AS 2303:2018 – Tree stock for landscape use. Specifies the criteria for the assessment of above-ground and below-ground characteristics of tree stock that are to be supplied for landscape use. 
  • AS 4373:2007 – Pruning of amenity trees.  Specifies methods for pruning trees and gives guidance on correct and uniform practices.

Approvals/authorised person

Embellishments

Landscape drainage requires professional interpretation and judgement to ensure drainage measures are appropriately adapted for local conditions and local data.

Landscape drainage

  • State Government permits may be required to undertake activities in a watercourse, lake or spring. Contact Department of Environment and Heritage Protection for intertidal areas and internal waterways.
  • Obtain relevant approvals from surrounding property owners, where the property may potentially be affected by any drainage changes.
  • Design should leave watercourses in their natural state, clearing and maintenance only to be carried out with council approval.

Coastal management district

  • Ensure appropriate environmental approvals are obtained and the conditions observed where any building work is proposed in the Coastal Management District.
  • Consult with Queensland Government Department of State Development, Infrastructure and Planning (DSDIP) – State Assessment and Referral Agency (SARA) for application forms, guidelines and information sheets.

Other

  • Ensure all relevant approvals are obtained from the appropriate governing bodies and all conditions are observed.
  • Department of Transport and Main Roads (DTMR) approval is required for works near state controlled roads. This applies to any part of the road reserve including pathways, kerb and channelling, nature strip and traffic island.

  • Council (Development Services) – all works associated with any development application.

Council delivered assets

  • Council (Parks and Gardens) – recreation parks, amenity reserves, linear parks, landscape corridors, sports grounds and recreation trails enquiries relating to asset management, business planning and direction.
  • Council (Environmental Operations) – recreation trails, foreshore infrastructure, environment reserves, constructed waterbodies and wetlands.
  • Council (Design and Placemaking Services) – recreation parks, amenity reserves, linear parks, landscape corridors, sports grounds, specific purpose (sports), recreation trails and streetscape/centres enquiries relating to design. 
  • Council (Transport Network Management) – technical and design solutions to facilitate ongoing management and safe operations of road and assets. Water management and drainage solutions. Plus street lighting and electrical infrastructure.

Components of this document may be used within a contract document but users should undertake their own investigations to confirm the information is suitable for this purpose.
